water wordt veel gebruik gemaakt van sonar-
technieken. Toch blijven daarnaast duikers
onmisbaar.
De Voorspellingssystemen vereisen afzonderlij
ke aandacht. De condities waaronder de zeer
gevoelige plaatsingsoperaties in de Ooster-
scheldemond kunnen plaatsvinden, zijn
beperkt. In samenwerking met het Koninklijk
Nederlands Meteorologisch Instituut is dan ook
speciaal voor dit doel een instituut opgericht
dat op de Oosterschelde gerichte weer- en
werkbaarheidsvoorspellingen doet, en die
verspreidt in de vorm van hydro-meteo-bulle-
tins, als routine drie keer per etmaal, maar met
aanvullingen op aanvraag. De coördinatie
tussen het werkfront en de voorspellers is
toevertrouwd aan de Uitvoerings Post Storm
vloedkering op het werkeiland Neeltje Jans.
De Technische uitvoering van het werk in de
Oosterscheldemond vereist een complexe
organisatie, waarbinnen allerlei projectgroepen
redelijk zelfstandig kunnen optreden, met hulp
van stafgroepen, en gecoördineerd door de
projectleiding. De bijzondere wijze waarop de
stormvloedkering tot stand moet worden
gebracht, maakte een bijzondere contractvorm
noodzakelijk, het zogenaamde raamcontract,
waarbij aannemer en opdrachtgever zich
verbinden tot langdurige samenwerking
volgens vooraf overeengekomen regels. De
deelcontracten worden in een later stadium
gespecificeerd. Sommige onderdelen, zoals de
aankoop van materialen, zijn buiten dit contract
gehouden, om beter op de markt te kunnen
reageren. In dit hoofdstuk wordt voorts
ingegaan op de besluitvorming onder moeilijke
uitvoeringsomstandigheden.
Kostenbewaking en planning zijn twee cruciale
aspecten van het management achter de bouw
van de Oosterscheldekering; eens te meer
bemoeilijkt door het feit dat de financiële
voorwaarden werden vastgesteld in 1976, toen
het ontwerp van de kering nog maar globaal
bekend was. De verschillende projectgroepen
werken met taakstellende budgetten, waarbin
nen financiële tegenvallers zo mogelijk moeten
worden opgevangen. Er is een informatie- en
rapportagestroom op gang gebracht, die
ervoor zorgt dat zowel de bestedingen als de
planning steeds tijdig ter kennis komen van de
hogere organisatie-eenheden.
In de Epiloog van dit themanummer wordt het
Oosterscheldeproject gerelateerd aan de
maatschappelijke veranderingen van de laatste
jaren. Tevens wordt iets gezegd over de
samenhang van tijd, geld en kwaliteit bij
projecten als het onderhavige.
Special edition on the Oosterschelde barrier
The 'Introduction' reviews the historical
development of the design of the Oosterschelde
barrier; starting with the reconsideration of the
plan in 1974 and ending with the final version
of the pier-design in 1979. The most important
problems that came into consideration were,
on the one hand, the foundation and, on the
other hand, the pre-fabrication of the piers
which were to form the backbone of the entire
barrier. This chapter explains how the adopted
methods of manufacturing and positioning of
the piers as well as the manner in which the
foundationbed would be composed resulted in
the construction of numerous purposebuilt
working vessels. These were: a compaction
pontoon, a vessel to dump rubble and quarry
stones, a lifting rig and a mooring and cleaning
pontoon. Photographs and descriptions of
these vessels can be found on special pages
throughout this issue.
As soon as it was decided that pre-fabrication
would be applied on a large scale, the question
of 'Standardisation' became an important
issue. The second article of this bulletin deals
with this subject. The causes of dimensional
deviations are inventarised in this article and
subsequently sub-divided into deviations
occurring during manufacture and positioning
on the one hand and deviations resulting from
settling during the final stage on the other. It
has been assumed statistically that all
dimensional deviations follow a normal
distribution pattern of expectancy and standard
deviation. During construction only partial use
of the tolerance rate is allowed. However, in
this case, it will be possible to correct deviation
that occur up to and including the actual
pier-positioning by adapting those component
that must fit between two piers. The most
important factor, with regard to the acceptable
rate of tolerance is the required width of the
rabbet for the gates. In practice, this tolerance
system acts as a number of interrelated
inspection criteria, whereby set criteria for
approval apply to each action in such a manne
that cheap procedures have smaller margins
than the more expensive ones.
